Spokesperson to Artsakh President Davit Babayan reflected on Russia’s Foreign Minister statements made in Yerevan about the necessity to adhere to the 1994-1995 agreements. Babayan’s comments came at the request of Panorama.am.

“This comes to demonstrate that Russia and the Co-chairs see no alternative to the 1994 ceasefire agreement. Furthermore, the agreement was signed by three parties - Armenia, Artsakh, and Azerbaijan. Therefore that is of utmost importance to remind Azerbaijan of the red lines which should not be crossed. That is being said, any attempt to change the regional military political balance, registered by the 1994 ceasefire agreement, is inadmissible,” Babayan noted.

To remind, Russian Foreign Minister stated at the joint press conference with Armenian Foreign Minister on April 22 “it is an absolute priority to ensure a full and strict implementation of the 1994 and 1995 ceasefire agreements, which are timeless in nature and as such must be respected by all parties”

Babayan emphasized that Lavrov as well as other Co-chairs have reiterated, “the military solution of the conflict is unacceptable and dangerous.” Artsakh President spokesperson also highlighted the necessity of the implementation of the proposed investigation mechanism and calling for responsibility of the violating side.

“We should establish a mechanism which will provide an opportunity to record which side, when and how violated the ceasefire. Only after that an opportunity will come to call for the responsible the side which did it,” he said.

Babayan informed that Stepanakert had made relevant proposals earlier.
“One of our proposals was to remove snipers from the from the frontline. As today Azerbaijan uses heavy armament, a corresponding provision should be added with regard to removing those weapons as well. The second proposal was the necessity to establish a mechanism for investigating the incidents and the third one, which is of much importance, is refrain from violations during international, national and religious holidays. We see Sergey Lavrov as Russia’s Foreign Minister and OSCE Minsk Group Co-chairing state highlights the implementation of those proposals which is welcomed and may provide an opportunity to ensure the stability along the borders,” Babayan said.
