Denis Dvornikov: Artsakh is a full-fledged, well-established state
The Constitutional Referendum held in Artsakh was conducted professionally in terms of its organization, administered in line with international standards, Russian publicist, member of the Russian Association of the International Law Denis Dvornikov told reporters at a briefing on Thursday.
Recapping his impressions of the observation mission in Artsakh, Dvornikov suggested the vote was free and transparent, adding the political atmosphere in the country is healthy with the opposition forces able to make their voice hear which is sees as an evidence of true democratic processes.
“The high level of voter turnout may cause suspicions among certain people, yet every election for the people of Artsakh is manifestation to demonstrate there are the citizens of a viable state. Artsakh is a full-fledged, well-established state,” Dvornikov stressed.
Speaking of the constitutional changes, Dvornikov mentioned that the fact that the Constitution was modified speaks of it to be working, living and applicable – otherwise, there would be no need for changes.
“In the case with Artsakh Constitution the matter is about a working living organism. These changes come to show democratic institutions are fully functioning in Artsakh, as in other normal states,” explained the Russian publicist, adding the referendum was a program activity in the process of the Nagorno Karabakh republic state building.
