“The co-chairs have already expressed comments on the concept recommended by Azerbaijan; they say if Azerbaijan fails to reconcile over the basic principles, how the state can think about developing a peace treaty,” Karen Avagyan, the Chairman of Armenian delegation to NATO PA, told Panorama.am referring to Azerbaijani FM’s statements in OSCE ministerial summit, Vilnius.
Elmar Mammadyarov stated that “Official Baku is ready to step the next phase and to develop a peace treaty.”

According to the MP Azerbaijan is trying to correct its former mistakes of failing Kazan summit and to demonstrate some constructivism.

“Azerbaijan is playing some simple diplomatic game which is failed from the beginning,” said K. Avagyan.
