David Shahanzaryan enumerates advantages of draft amendments to Constitution of Armenia
The Constitution currently in force rules out the possibility of the country’s evolutionary development – particularly in the sense that it provides no opportunity for a change of power, the head of Concord Center David Shahnazaryan said today during a Yerevan discussion on the constitutional reform.
He said that over the last 25 years of Armenia’s independence, authorities have never changed through elections. In his words, under such conditions it is necessary to win both presidential and parliamentary elections, otherwise the country will face a constitutional crisis.
When speaking about the draft constitutional amendments developed by the Specialized Commission on Constitutional Reforms under Armenian President, D. Shahnazaryan indicated a number of advantages.
Thus, under the draft amendments to the Constitution, opposition forces can come to power through elections. Besides, another positive aspect of the draft is that it prevents the authorities from returning to power.
According to Shahnazaryan, under the effective Constitution, power is concentrated in the hands of one person. “It is important that power be shared, as envisaged by the amendments,” he stressed.
