S Korea offers aid to N Korea

South Korea has made its first offer of aid to North Korea since it accused the North of sinking a South Korean warship in March.

South Korea's Red Cross has offered to send 10 billion won ($8.3 m, £5.3m) worth of flood aid to North Korea.
The aid offer came hours after the United States imposed new sanctions on the North in response to the sinking.
South Korea blames North Korea for sinking the Cheonan on 26 March with a torpedo, killing 46 South Korean crew.
