A civilian who fled from the Artsakh village of Togh told a NBC reporter that the Azerbaijani troops had beheaded one of his neighbors and had killed another 82-year-old villager, Artsakh Human Rights Ombudsman Artak Beglaryan told a news conference on Wednesday.

According to him, the beheaded civilian is identified only by his first name as Mayor and his family name is being verified.

"I also had this case in mind when I said that we have some reports of the murders of civilians, but we have not presented these cases in the statistics, as all the circumstances have not been revealed yet," the ombudsman added.

In Beglaryan’s words, they have reasonable doubts that Azerbaijani servicemen committed various crimes against Armenian civilians they found in the settlements they entered.

The Artsakh ombudsman reflected on the death of Misha Melkumyan in captivity in Azerbaijan, noting there were serious suspicions that he was killed, as his relatives told the ombudsman's office that the old man did not suffer from serious health problems.

"It means that Misha Melkumyan was subjected to torture and degrading treatment there, due to which he died in captivity," the ombudsman said.
