 Another Armenian soldier is reported to have been killed from the rival’s shooting on March 10. NKR Defense Army reports that Arthur Samveli Aghababyan born in 1992 was murdered by firing from Azerbaijani armed forces.

The statement particularly reads: “The frequency of the ceasefire regime violation cases in the Line of Contact in Karabakhi-Azerbaijani armed forces makes it evident that the Azerbaijani side does not implement the requirements of the agreement reached at the tripartite presidential meeting in Sochi on March 5, moreover Azerbaijan continues to aggravate the tension on the frontline.

Azerbaijan constantly initiates violation of the ceasefire regime (note that soldier of NKR Defense Army Grigor Shakhkyan was killed as Azerbaijan’s army fired in the direction of Verin Chaylu several hours before the meeting in Sochi), while official Baku’s propaganda machine seeks to mislead the international community and to represent the Armenian side as an aggressor. On March 8, 2011, Azerbaijan’s media reported that allegedly the Armenian forces killed underage resident of the village of Orta Karvend Fariz Badalov. On March 10, according to an agreement with the NKR authorities, OSCE mission planned to monitor the contact line. However, the Azerbaijani side did not lead the mission to the frontline, and the mission had to monitor the contact line from a farther distance. Thus, Azerbaijan once again hindered disclosure of the details of the incident. Moreover, on the day of the monitoring Azerbaijan continued violation of the ceasefire regime.

These and other facts prove that unlike the Armenian side that respects and consistently carries out the requirements of the agreement reached at the Sochi meeting, Azerbaijan continues provocations and hinders the process of peaceful settlement of the conflict.

Thus, we conclude that either Azerbaijan’s army is uncontrollable or carries out the instructions of the authorities. And it’s up to the international structures attending to the peaceful settlement of the conflict to draw their own conclusions.”
