Head of Azerbaijani delegation to PACE Samed Seyidov is accused of embezzling $ 15 million and of having offshore accounts

The head of the Azerbaijani delegation to PACE Samed Seyidov is accused of embezzling $ 15 million. Azerbaijani media also write that they have discovered offshore accounts belonging to Seyidov. As the article in Azerbaijani "Minval.az" portal reads Seyidov has developed bad relationship with Azerbaijani Ambassador to Russia Polad Bulbuloglu, and the information leak about Seyidov is connected to it to.

As stated in the article, on December 9, the niece of the Azerbaijani Ambassador to Russia Polad Bulbuloglu, professor of the Azerbaijan University of Languages (AUL) Nigar Aliyeva was dismissed of her position of the head of the department. The rector of AUL Samed Seyidov, is an MP and the head of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe.

Firing a niece of such an authoritative person as Bulbuloglu is an extraordinary phenomenon in Azerbaijan. It is possible that Polad Bulbuloglu revenges Samed Seyidov, writes the Azerbaijani newspaper "Yeni Musavat". The newspaper refers to an informed source and reports that the relationship between the two has been spoiled long before.

An offshore registered company owned by Seyidov was found a few months ago. Newspaper wrote "Yeni Musavat" has touched to this issue. The company is called DorTexResurs. The head office of this company is located in Moscow. CEO is a PhD in Economics Asker Muradov, who is also a member of the Board of Directors. The Baku office manager is a certain B. Muradova.
The office is located in the hotel Park INN. This company is mostly engaged in conducting cashless transactions on the foreign exchange market. Its turnover is measured in tens of millions.

As noted in the article, S. Seyidov had suspected the Azerbaijani Ambassador to Russia Polad Bulbuloglu in organizing the information leak in media. It is possible that S. Seyidov had not forgotten about it, and had fired Polad Byulbyuloglu’s niece in order to avenge him.

"By the way, interesting processes connected to Seyidov are going on in the government. In 2012, in the Azerbaijani University of Languages headed by him , embezzlement in the amount of AZN 12 million was discovered (over $ 15 million - Ed. note). It’s out of doubt that it was accidental. If you conduct an inspection of any university or company in Azerbaijan, then you may surely find a serious embezzlement and corruption cases there," the article states.

Sources of the newspaper claim that the detection of large-scale embezzlement with Samed Seyidov, is connected with the desire to moderate his excessive political ambitions. In addition, in recently he was getting too close to various circles in the West and was not considering the leading group that is in power. All this was to cause irritation with the conservative circles of authorities.

After having checked the AUL, the rector of which is Seyidov, and after having detected embezzlement of $ 15 million in this university, Seyidov stated that the inspection was held by his own initiative.

"But the Azerbaijani realities are such that the financial audits carried out in one’s own organization on the initiative of the leader of the organization seem to be doubtful, since it is clear that the traces of the revealed criminal acts will lead to the head of the organization. Exposure of corruption facts in the university headed by S. Seyidov is "politically motivated." According to the source, the process of S. Seyidov’s defamation, who is very close to President Ilham Aliyev, is not yet completed. There are a lot of "traps" prepared for him which are aimed at keeping him under constant control," the article reads.

As stated in the article the intimacy of the head of the Azerbaijani delegation to PACE to President Ilham Aliyev is creating serious problems for the people that are in power. It is noteworthy that for many years it was Ilham Aliyev who was heading the Azerbaijani delegation of PACE. During this period, the MPs led by the members of the group considered themselves members of the main team of the future president. They thought that Ilham Aliyev who was heading the republic, would appoint the members of the PACE delegation to leading positions in the government.

"Their attitude could not escape from irritating the forces that are the pillars of this power. Therefore, from time to time, the members of this group, in one form or another were alienated from the political process, deprived of voice, activities – restricted.
