HR defender: Official of State Oil Company of Azerbaijan appropriates over 30 million manats and funds ISIS

Azerbaijani human rights defender Bakhtiyar Mammadov sent information to the newspaper Yeni Musavat proving that Elchin Zulfugarov, the head of the transport department of SOCAR (State Oil Company of Azerbaijan), funds ISIS, Azerbaijani news outlet Strateq.az reports.

“He funds the organization ISIS. Both of his brother’s sons, Shahbaba and Ibad, and his sister’s son Khalaf are currently engaged in the terrorist actions of ISIS. Every month on 10-15 the head of the commercial office of Elchin Zulfugarov’s department, Ulvi Bektash – his sister’s son –flies to China, Turkey, Dubai, Italy and Germany under different names to take the dirty money out of the country. He gives a part of the money stolen from the state to the terrorist organization ISIS through these countries,” the human rights defender reported in his letter adding that more than 120 employees of the transport department have joined the Wahhabi sect on Zulfugarov’s personal indication. They all dress like Wahhabis and perform namaz in the department.

According to the article, the human rights defender also reported about Zulfugarov’s financial machinations. He claims Zulfugarov got a big income by buying 40 units of special useless and low-quality equipment in China at high prices and documenting them via the company Kapital Motors. He spent 4 million manats ($3.76 million) on the equipment and got 500 thousand manats ($470 thousand) as a result.

“He and Agil Kerimov, the deputy director of the Trade Union Committee of the Transport Department of SOCAR, appropriate 90 per cent of the 50 thousand mantas the Committee monthly receives. He built a villa for him in the settlement Qobustan with the state money he plundered. He uses the Department technique and the workers’ labor to expand the farm,” the human rights defender writes.

He further notes that Zulfugarov appropriates more than half of the 1 million 500 thousand manats ($1 million 410 thousand) SOCAR monthly gets for spare parts by cashing it in. He also registered 15 people as drivers for the Department, and every month appropriates their salary of 600 manats, as well as the money for fuel, which makes about 200 thousand manats every month. Moreover, Zulfugarov sells the Department’s Prados at half price. Mammadov also claims that Zulfugarov’s relatives hold the most part of the positions in the Transport Department of SOCAR.

“Zulfugarov has been holding the position of the head of Transport Department of SOCAR since 2006. Given that every month he has appropriated at least 200 thousand manats during these 9 years, Zulfugarov has appropriated at least 21 million 600 thousand manats [$20 million 307 thousand] over this period. And if taken into account the 40 per cent of this money, i.e. 8 million 640 manats, plundered by his relatives, during this period Zulfugarov has appropriated it total 30 million 240 thousand of state property,” Mammadov noted claiming that Zulfugariv built a villa of his own in Qobustan with this money.

Azerbaijani information agency Trend reports that the head of the Transport Department of SOCAR, Elchin Zulfugarov, is going to sue the human rights defender Bakhtiyar Mammadov in connection with spreading the above-mentioned information.
