David Babayan: Mammadyarov makes speculations

Agreements reached at St. Petersburg summit refer to the issues on maintenance of peace and stability in the Contact Line between the opposing troops of Artskah (Nagorno-Karabakh) and Azerbaijan, and it is Azerbaijan, not Armenia, that constantly fails the peace talks. Artskah President Spokesperson David Babayan noted the above-mentioned, turning to the views on the Nagorno-Karabakh conflict settlement expressed by Azerbaijani Foreign Minister Elmar Mammadyarov in his article published by Nezavisimaya Gazeta Russian media outlet.

To note, Nezavisimaya Gazeta has published an article by Azeri FM Elmar Mammadyarov, who, touching upon the NK conflict settlement in the report, has noted that the trilateral talks held in St. Petersburg “gave rise to certain hopes that the prolonged issue of the withdrawal of the Armenian armed forces from the occupied territories of Azerbaijan will find its positive solution. Unfortunately, since this meeting, Armenia in every possible way and under various pretexts has been trying to avoid continuing negotiations.”

“First of all, the meetings between the Armenian and Azeri presidents were held in St. Petersburg and Vienna after the April war. Therefore, the main emphasis of the meetings cannot have been put on such important and complex matters as the border issues, withdrawal of troops or the [Karabakh] status. The Vienna and St. Petersburg summits, held immediately after the [April] war, mainly concentrated on the maintenance of peace and stability and the introduction of certain mechanisms in that regard, namely the expansion of the Office of the Personal Representative of the OSCE Chairperson-in Office and the issues regarding their deployment,” Babayan noted and underscored that Mammadyarov makes speculations.

In Babayan’s words, it is Azerbaijan that fails all the negotiations.

“In this respect failing refers not only refusing the talks, but also distorting the topics, which Mammadyarov has made in his article. This should be offensive to Co-Chairs and the international society. Everyone is well aware of who fails the talks,” the spokesperson noted.

Turing to the announcement of First Vice-President of Azerbaijan Mehriban Aliyeva addressed to the Armenian mothers, Babayan noted that even when talking about peace in that way, Azerbaijan does not change its principles of Armenophobia, which means that they pursue only one goal – to commit another genocide.

“We have regularly stated that there can be no going back to the past. In case at that time the Artsakh conflict was in a state when there was no issue of borders, we witnessed the crimes Azerbaijan committed in Baku, Sumgayit, how they cleaned Southern and Northern Artsakh from Armenians. We faced the 1991-94 Artsakh war and, finally the April war. We saw how Azerbaijan glorified its criminals and maniacs, who beheaded the Armenian servicemen. It is simply inappropriate to talk about other steps amid this situation,” Babayan summed up.
