Armenian Constitution needs reform – CC chairman
We have failed to introduce clarity in the human rights issue in line with the current logic of European and international constitutional developments, chairman of the Constitutional Court and the commission for constitutional reform Gagik Harutyunyan said at the public debate on the draft concept of constitutional reform in Armenia.
“The human rights are presented in our Constitution in a general manner, with incomplete solutions leading to various violations of human rights,” Harutyunyan said.
The debate has been organized by the commission for constitutional reform, with the assistance of the OSCE Office in Yerevan and the USAID Support to the Armenian National Assembly Project.
The constitutional reform is based on the principle that the man, his dignity, fundamental rights and freedoms, being recognized by the state as the supreme value, shall lead to steady realization of the rule of law and guarantee the limitation of power by law.
According to Harutyunyan, the current priority is to ensure these rights and to reinforce and realize the guarantees of their protection. In this respect, he stressed, the Armenian Constitution needs a reform.
