Azerbaijani saboteur and Shushi prisoner Shahbaz Guliyev’s relative engaged in kidnapping under cover of IS

Elnur Mammadov–a relative of the Azerbaijani saboteur ShahbazGuliyev who entered into the Nagorno Karabakh Republic in 2014 --has been detained on charges of kidnapping and torturing an 8-year-old child, Azvision.az reports.

According to the information, on May 10, a resident of Shusha settlement Elnur Ramazanli applied to the 12th Police department in Azerbaijani Sabunchy regionand reported that his 8-year-old son Huseyn had left the house on May 9 and did not come back. During the investigation, it was found out that a man representing himself as an IS member had phoned Elnur Ramazanli for several times and said that he had taken Huseyn hostage and would exchange him with 30,000 manats. He threatened that the child would be partitioned and “his organs would be sold” if the father informed the police about that.

The initiator of the crime, Elnur Mammadov from AzerbaijaniAbsherondistrict, was detained as a result of quick investigative operations. Underage Huseynwas found in the basement of an unfinished building in Shusha with hands and feet tied up and adhesive tape on his eyes. He was returned to his parents.
With regard to these facts, a criminal case has been launched, and investigation is carried out.

RamilRamazanli’s mothertold the website that her child was kidnapped when playing in the yard. In a while, she noticed that her son was not there. At 10 in the evening, somebody called them and said that he had taken their child hostage, and demanded 30 thousandmanats for releasing him. He demanded firstto pay him 10 thousand, andthen20 thousand. After that, her husband applied to the police. The family insists that the child has been tortured. Unaware that Huseynwas found, Elnur Mammadovagain called the family demanding the redemption.

According to the website, a graduate of the history department of Baku State University, Elnur Mammadov, is a reserve lieutenant and works as a security guard in aministry in Azerbaijan. The kidnapper’s (his family lives in the same neighborhood with the victims’ family)wedding was supposed to take place on May 28.

Generally justifying her son’s deed, Elnur Mammadov’s mother,Shargiya, categorically denied his connection with the Islamic State military group statingthat“hesaid so in order to frighten them.”“If my son were amember ofthe IS, I would have committed suicide,” the kidnapper’s mother said.
According to Elnur Mammadov’s mother, he acted so because of huge debts as a result of playing on the totalizator Topaz, where he had lost 15 thousand of manats, as well as fraud – he had borrowed money from two people under the pretext of job placement.

“Apparently,he kidnapped the 8-year-old Huseynand demanded redemptionfor that reason,”ShargiyaMammadovasays. According to her, Mammadov was not alone; two other people, including a young girl, were with him. The girl had called and deceived Huseyn.
According to information the websitereceived, Elnur Mammadov, the kidnapper of the 8-year-old boy, is saboteur ShahbazGuliyev’s relative.

On December 29, 2014, the First Instance Court of General Jurisdiction of the NKR announced verdict for the saboteurs. ShahbazGuliyev was found guilty of espionage (Art. 316), of crossing the state border of the NKR with a group and without a due permission (Art. 350, p. 2), of bearing firearms and military products by an organized group (Art. 245, p. 3), of group kidnapping of an under-age person using arms (Art. 139, p. 1), and was condemned to 22 years of imprisonment.DilhamAskerov, apart from the aforementioned accusations, was also found guilty of a murder by kidnapping a person by an organized group, with the motive of national hatred (Art. 103, p.2,p. 3,7,14) and condemned to life imprisonment.
According to the police of the Nagorno-Karabakh Republic (NKR), on June 29, 2014, Azerbaijani citizens ShahbazGuliyev (born in 1968), DilhamAskerov (born in 1960), as well as the liquidated third participant of the group Hasan Hasanov, armed with weapons and ammunition, illegally crossed the state border of the NKR and entered the territory of Shahumyan Region of the republic in order to carry out an intelligence assessment. The aforementioned people gathered information and carried out espionage due to special task. Moreover, on July 4, 2014, with use of weapons, they kidnapped the under-age citizen of NKR SmbatTsakanyan, whose body was discovered with gunshot wounds on July 15 in the forest line of communities Karvachar and Manashid of the Shahumyan Region. Besides, in the evening of July 11, on the ground of national hatred, Hasanov killed SargisAbrahamyan, a Yerevan citizen (born in 1971), with a firearm, and wounded KarineDavtyan, a resident of Dzoraghbyur of Kotayk Province of the RA, on the 32nd kilometer of Vardenis-Karvachar road. He showed an armed resistance during the operation on his detention and was neutralized. ShahbazGuliyev and DilhamAskerovwere arrested. The court proceedings began on October 27, 2014.
